PREPARATION OF ENVIRONMENTAL PROTECTION PLAN AND RESOLUTION OF ENDANGERED SPECIES MONITORING AT DIABLO CANYON Attached, as Enclosure 1, is the final version of the Environmental Protection Plan (EPP) for inclusion in the Full Power Operating License for the Diablo This EPP Canyon Nuclear Power Plant (DCNPP) for your review and comment.

represents current staff practice in standardizing non-radiological environ-mental technical specifications. We request that you provide your response within thirty (30) days of receipt of this letter.

In preparing the Diablo Canyon EPP we noted an outstanding item which would be resolved prior to the issuance of a full power license. On June 19, 1980, the Department of the Interior, Fish and Wildlife Service (FWS) provided the NRC with their biological opinion, Enclosure 2, concerning operation of DCNPP on four endangered species in the site vicinity. They concluded that plant operation "is not likely to jeopardize the continued existence" of the species. However, they did recommend that you pursue eight laboratory or field monitoring programs to insure against any adverse effects to these species.

We request that you provide, within thirty (30) days of receipt of this letter, a response that would indicate for each of FWS identified programs the extent to which your already proposed operational programs cover the FWS programs.
