Franklin Lakes, New Jersey 07417 License No. SNM-1856 Docket No. 70-02895
- As a result of the inspection conducted on January 6, 1981, and in accordance with_the_ Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the follow-ing violations were identified.
A.
Condition 13 of your license requires that licensed material be possessed and used in accorfance with the statements, representations and procedures contained in your application dated December 27, 1978 as amended February 28, 1979, 1.
Your license application, as avended February 28, 1979 requires a thorough check of the work area with a survey meter at the completion of each day's work with uranium bearing materials.
Contriry to this requi ement, as of the date of this inspection, January 6,1981, no surveys were performed with your survey reter.
This is a Severity Level V Violation (Supplement VII).
2.
Your license application, as amended February 28, 1979, requires that monthly swipe samples will be evaluated.
Contrary to this requirement, as of the date of this inspection, January 6, 1981, swipe samples were not being taken in your laboratory.
This is a Severity Level V Violation (Supplement VII).
3.
Your application, as amended February 28, 1979, requires that the urine of each person involved in the program be checked for uranium semi-annually.
4 Contrary to this requirement, as of the date of this inspection, January 6,1981, no urine samples have been taken and checked for uranium.
This is a Severity Level V Violation (Supplement VII).
B.
Condition 12 of your license requires that licensed material be used by or under the supervision of named individuals.

' Contrary to this requirement, as of the date of this inspection, January 6, 1981, licensed material was regularly used by two individuals not named in this license condition, while not under the supervision of either of the named individuals.
This is a Severity Level IV Violation (Supplement VII).
Pursuant to the provisions of 10 CFR 2.201, Spectro Chem Laboratories, Inc. is hereby required to-submit to this office within twenty-five days of the date of this Notice, a written statement or explanation in reply, including:
(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliari e will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
