This refers to your letter dated April 17, 1980, in response to our letter

dated March 25, 1980; our subsequent letters dated August 11, 1980 and

January 29, 1981; your letters dated January 12, 1981 and February 6,1981;

and, discussions of your February 6,1981 letter between Mr. D. A. Beckman

of this office and Mr. J. A. Werling and Mr. J. D. Sieber of your staff on

February ll and 17, 1981, respectively.

Regarding your management controls over corrective actions for noncompliances,

the above discussions with your staff confinn Duquesne Light Company acknow-

ledgement of:

The responsibility to promptly notify NRC in writing of substantive changes

--

in actions which have been documented as written commitments to NRC. Written

notification must be made prior to the committed completion date.

The responsibility to assure that adequate corrective and preventive actions

,

--

are prescribed and fully implemented for NRC inspection findings. These

'

actions must be taken on a time frame consistent with the safety significance

i

of the findings, irrespective of the status of correspondence with NRC.

Oral notification to NRC regarding changes to commitments does not change

!

--

the responsibilities for conducting activities in accordance with your NRC

license nor in providing a timely written notification of such changes.

Regarding your actions to prevent recurrence of the nencompliance identified in

Inspection 50-334/80-05, we understand that measures o..er than the establishment

of a log room have been taken to control safety related procedure issuance.

These actions will be reviewed during a subsequent inspection of ycur licensed

program. We further understand that your review of log room feasibility may

result in cancellation of its im
