SECY-81-310A - Revised Final Rule Amendina Part 2 The Commission, by a vote of 4-0, approved for publication in the Federal Register a final rule amending 10 CFR Part 2.*

II.
SECY-81-311A - Revised Procosed Rule Amending Part 2 The Commission, by a vote of 4-0, approved for publication in the Federal Register a notice of proposed rulemaking amending 10 CFR Part 2.*
The Commission requested that the Federal Register Notice (attachmeit to the SECY paper) be revised:
1.
to delete the word technical from page 13, Option 8, Number (3),
line 2; and 2.
to correct page 15, Number (5) to read Section 2.740(f) instead of Section 2.740b.

- The Commission requested that the Federal Register Notices be given a wide distribution. Subsequently, SECY mailed copies to all Parties to NRC proceedings and EDO was requested by phone to mail copies to any other interested persons or groups.

SECY-304A - Sua Sconte Rule The Commission requested OGC to prepare a staff requirements memo that would direct the licensing and appeal boards, when considering an issue sua sconte, to provide in a separate Order notification of the issue that tne board intends to address and its rationale for doing so.

IV.
Proposed Hearing Schedule The Commission discussed an ASLBP model hearing schedule without reaching a final decision.
V.
Role of NRC Staff in Acency Proceedings The Commission authorized the Office of the General Counsel to institute a study on the role of NRC staff in Agency proceedings.
In developing the study, OGC is to rely upon Commissioner Ahearne's definition of the role of the hearing process as outlined in his April 1 memo.
