Dear Mr. Miller:

No This is in response to your request for corranents on the scope of the be prepared for the General Electric Facility at Vallecitos and identifying significant issues related to the license reneaal pending before your agency.

This issue has been reviewed by the County Planning Department.

It is recommended that the EIS include and evaluate the following:

1.

The Alameda County General Plan policies including those particularly identified in the Safety and Seisraic Safety Elements and the performance standards of the County Zoning Ordinance be considered.

2.

The operation of the reactor considering the potential issue of seismic safety.

3 Constraints on land use options for adjoining properties as a result of the operr. tion of this facility.

4.

Potential for contaminated runoff and the effects on the downstream surface and ground water resources.

5 The impacts of any hazards to the transportation network within and through the transportation corridor connecting the south bay area to the Livermore Valley and easterly.

6.

The employment benefits resulting from the operation of this facility.

These issues should be included in your record of the pending scoping session.

We are planning to have someone in attendance when the scoping sessions are conducted.
