Gentlemen:

Subject: Report Nos. 50-327/81-14 and 50-328/81-14

This refers to the special inspection conducted by W. H. Miller, Jr. of this

office on March 24-27, 1981, of activities authorized by NRC Operating License

No. DPR-77 and Construction Permit No. CPPR-73 for the Sequoyah facility.

Our

preliminary findings were discussed with J. M. Ballentine at the conclusion of

the inspection.

Areas examined during this inspection included fire protection / prevention.

Within these areas, the inspection consisted of selective examinations of

procedures and representative records, interviews with personnel, and observa-

tions by the inspector.

Within the scope of this inspection, no violations were disclosed.

During the inspection it was found that certain activities under your license

appear to deviate from commitinant* to the Commission and have safety signifi-

cance. This item is identified in the Notice of Deviation enclosed herewith as

Appendix A.

Please provide us in writing your comments including a description

of correctiva actiane th:t have been or will be taken, corrective actions which

will be taken to avoid further deviations, and the date your corrective actions

will be completed.

We have uamined actions you have taken with regard to previously identified

enforcement matters and unresolved items. The status of these items is discussed

in the enclosed report.

Four new unresolved items are identified in the enclosed inspection report.

These items will be examined during subsequent inspections.

In accordance with Section 2.790 of the NRC " Rules of Practice," Part 2, Title

10, Code of Federal Regulations, a copy of this letter and thu enclosed inspec-

tion report will be placed in the NRC Public Document Room.

If this report

contains any information that you believe to be proprietary, it is necessary that

you make a written application within 20 days to this office to withhold such

information from public disclosure. Any such application must include the basis
