6 The Commission is issuing the enclosed Supplement to the September 19, 1980 Safety Evaluation to document our review of your January 29, 1981 letter informing us of problems with the high-deasity borated spent fuel storage racks for the Calvert Cliffs Nuclear Power Plant, Units tio. I and 2.
In addition to your January 29, 1981 letter, these prcbices ucrc the subject.
of the NRC Off. ice of Inspection and Enforcement's " Notice of Violation" dated December. 11, 1980 and our meeting together in Beth6sda, Maryland en February 26, 1981.
We find the spent fuel storage racks designed by Nuclear Energy Services, Inc. and built by Metal Products of Greenville, South Carolina acceptable, as documented in the enclosure, for use at the Calvert Cliffs Plant. However, we believe the subject problems identify the following areas of concern where improvements are necessary in order to overcome shortcomings in your management and quality assurance control program.
Increased' understanding of Codes / Specifications to be used by potential e
suppliers'before purchase orders are issued; e Improved communications with the contracted supplier during the design phase of the work;

control program; e More competent review of submittals for NRC review; and e Improved inspection and test control procedures for suppliers and for final acceptance by Baltimore Gas and Electric Company.

.. We.are aware that inprovements have been made in your management and
- quality assurance control programs, similar to some of the above suggestions, that will greatly reduce the possibility of similar problems occurring when the remaining spent fuel storage racks are designed, manufactured and installed at the Calvert Cliffs Plant.
By issuance of this letter, we consider this matter resolved.
