APPENDIX B Notice of Violation Philadelphia Electric Company Docket Nos. 50-277 Peach Bottom Atomic Power Station 50-278 Based on the results of an NRC Health Physics Appraisal conducted during June 16-27, 1980 and July 7-11, 1980, it appears that certain of your activities were not conducted in full compliance with NRC regulations and the conditions of your licenses as indicated below:
10 CFR 20.201(b) " surveys," require that such surveys be conducted as may.
be necessary to comply with the regulations contained in each section of l'0 CFR 20. A " survey," as defined in paragraph 20.201(a), means "an evaluation of the radiation hazards incidenc to production, use, release, disposal, or presence of radioactive materials or other sources of radiation under a specific set of conditions. When appropriate, such evaluation includes a physical survey of the location of. materials and equipment, and measurements of levels of radiation or concentrations of radioactive materials present."
Contrary to the above:
1.
As of June 27, 1980, an alpha survey program had not been established to evaluate in plant surface contamination levels or airborne concen-trations to demonstrate compliance with 10 CFR 20.103.
(See Section 3.3 of this report)
This is an infraction.
2.
As of June 27, 1980, the validity of the neutron survey results could not be established because the survey meters had not been calibrated to known neutron radiation levels.
Therefore, the dose information recorded on ' Form NRC-5 could not be sustantiated to l
demonstrate compliance with 10 CFR 20.101.
