2 Subjecti Imediate Action Letter No. 81-16 This refers to your letter of April 6,1981, in response to our Imediate Action.
i Letter, No. 81-16, of March 27,1981, and to discussions between Mr. J. D. Seiber of your staff and Mr. D. A. Beckman of this office on April 7-8, 1981.
4 Thank you for infoming us of your planned and completed actions relative to this l
matter. These actions will be reviewed during a subsequent inspection of your i
licensed program.
l Relative to your planned actions, we understarid, based on the above clarifying discussions that:
1.
You intend to complete modifications of reach rod operated valves to improve their operating capabilities prior to startup (Mode 2) from the next scheduled j
outage. The next cutage is presently scheduled to begin in May 1981. Further, i
we understand that completion of these modifications may be contingent upon vendor delivery of necessary equipment.
2.
You intend to complete modifications to prevent disc anti-rotation binding on all 3_and 6 inch Velan check valves prior to startup from the scheduled May 1981 outage.
Further, we understand that completion of these modifica-tions is also dependent upon availability of necessary equipment from your i
nndor and, for certain valves, inay require plant conditions unattainable during that outage.

You will notify this affice, in vciting, on or before May 25, 1981, of any actions pursuant to items 1 and 2 above, which will not be accomplished i
during the Outage, including the reason for postponement or deletion, your basis for continued operation, and the date by which the modifications will i

You will establish (or confirm the adequacy of) addnistrative controls to assure that new or revised procedures are issued prior to the commencement of the respective maintenance or operations activities discussed in para-graph 5 of your April 6,1981 letter. All procedures or procedure revi-sions, in any case, will be issued on or before October 6,1981.
We appreciate your clarification of the above matters.
