Dear Mr. Stello:

On May 8,1981, Dr. K. M. Broom of Brown & Root, Inc. provided verbal notification to the Nuclear R.egulatory Comission, Region IV Office of Inspection and Enforcement, of a defect in Brown & Root HVAC design determined to be reportable pursuant to 10CFR21.

This letter provides written notification of the reportable condition in accordance with 10CFR21.

Brown & Root, Inc. of Houston, Texas is the Engineer and Constructor of the South Texas Project Nuclear Generating Station (STP) located near Bay City, Texas.

In April 1980, Houston Lighting & Power Company (HL&P),

the Construction Permit holder for STP, expressed a concern with tne ventilation cooling of the radwaste control rc a in the Mechanical Auxiliary Building (MAB).

Based on this concten, Brown & Root formed a special study group and initiated an overall review of safety-related HVAC requirements for STP, units 1 and 2.

As the result of Brown &

Root's preliminary assessmerd., in September 1980 specific plant areas were identified which required additional study. These areas consist of spaces / cubicles which contain various safety-related or Class IE equipment in the Mechanical and Electrical Auxiliary Building (MEAB) and the Fuel HandlingBuilding(FHB). The areas and equipment of concern are listed in Table 1 (attached). The review of HVAC design indicated that environ-mental control requirements for various safety-related or Class IE equipment during certain modes of plant operation and/or certain postulated plant events may not have been taken into account.

In March 1981 a draft report was prepared by Brown & Root which sum-marized preliminary thermal environmental data received to date.

These preliminary data indicated the need to provide supplementary cooling to various spaces / cubicles within the MEAB and FHB which contain equipment that may be necessary for plant shutdown and/or decay heat removal under certain postulated conditions. Lack of adequate cooling may jeopardize the continued operability of this equipment during shutdown situations.

Brown & Root responded to the apparent design inadequacies by initiating the development of potential corrective actions which has been in process.

On May 7,1981, the results of an independent review affirmed Brown &

Root's preliminary indication. The independent review concluded that there may be insufficient HVAC cooling capacity for equipment located in the MEAB and FHB. Although all final heat load data have not currently been developed by Brown & Root, sufficient uncertainty exists with the adequacy of HVAC design for STP, Units 1 and 2 that Brown & Root determined this reportable pursuant to 10CFR21 on May 8,1981.

Brown & Root is continuing its evaluation of HVAC requirements for the MEAB and FHB.

By mid-June 1981, Brown & Root expects to have developed a conceptual design for supplemental HVAC based on equipment design qualification temperatures and equipment heat losses for all modes of plant operation. The design modifications will supplement the existing HVAC design which is presently released for construction.

Final HVAC design will be consistent with equipment operability requirements to achieve safe shutdown under the most limiting conditions of plant events as required. Specific design modifications are dependent upon the results of our current evaluation. We shall provide an update of our activities by July 1, 1981.
