March 26, 1981 letter from R. L. Tedesco to J. S. Abel.
Dear Mr. Denton:
This is to provide information requested by NRC in Reference (a) regarding the scheduling of the Byron control room design review.
In general, it appears that the NRC's detailed site review shoulo be scheduled for late 1981.
With our present schedule we expect to transmit our control room review report by October 1, 1981.
This report will contain our NUREG-0700 review of the Byron control boaras and completed environmental systems.
Specific responses to the questions raisea in Reference (a) are contained in Attachment I to this letter.

Response to Request for Information on Byron Control Room Construction Status Criterion 1:
Overall CR construction and checkout is 85 to 90 percent complete, except that installation and checkout of ESF system controls and displays are 100 percent complete.
Status:
The Byron I control room is estimated to be 80% complete at present.
It will be 90% complete in October, 1982.
The ESF system controls and displays will be 100% complete in July, 1982.
These estimates of percent complete are based upon job labor requirements.
Criterion 2:
At least 80 percent of all systems, (including 100 percent of ESF systems) have been turned over to the operating staff.
Status:
This will be complete in July, 1982.
Criterion 3:
Normal and emergency lighting systems are operational.
Status:
Will be complete in June 1982.
Criterion 4:
Air conditioning and ve,tilation system is operational.
Status:
At least one train will be operable by January 1982.
l Criterion 5:
Control boards ano display panel instellation is I
approximately 100 percent comple?.e with essentiaily no holes in panels due to missing chassis or components and with power to illuminate controls and displays.
Status:
Other than illumination of all controls and displays, the control boards are approximately 100% complete.
There is a representative number of controls and displays that are l,
illuminated at this point in time.
Changes to the control boards that resulted from a functional review of the control boards will be complete by January, 1982.
l Criterion 6:
Emergency operating procedures (EOPs) are complete to permit a H. F. evaluation of the E0P using trained and licensed operators.

Emergency operating procedures have been prepared Trained and Westinghouse certified operators are available.
Licensing of operators is not scheduled until late 2982 and early 1983.
Criterion 7:
Applicant should have available as a minimum of 3 (three) licensed operators to assist NRC during the CROR.
Status:
Emergency operating procedures have been prepared.
Trained and Westinghouse certified operators are available.
Criterion 8:
All annunciators should be operational to permit evaluation of and sequential operation, reaaibility of alarm windows, and measurement of 7.11 inoividual alarm scund levels.
Status:
All annunciators will be operational by January 1982.
Criterion 9:
Remote shutdown panel snoula be 80 to 90 percent complete and available for Human Factors review.
Statut:
The remote shutdown panel has been installed.
Changes will be completed by January 1982.
Criterion 10:
Incore thermocouple displays ano subcocling monitor displays should be asailaDie for NRC review in the control room.
Status:
Core exit thermocouple displays are available now.
Subcooling displays will be installed by June, 1982.
Criterion 11:
Applicant's preliminary control room assessment must be submitted to the NRC at least one month prior to our visit.
Status:
A functional review of the control board systems was completed in February, 1981.
The engineering for the control switch and instrument relocation will be completed t, October 1, 1981.
The switches and displays will be relocated by January, 1982.
A NUREG-0700 review and reoort is plannea to be finished on the Byron Station contro' beards and completeu environmental systems by Oct aber 1, 1981.
Any environmental systems not completed at that time will be addressed in a sJpplemental report.
. Criterion 12:
Control room layout drawings incluceo with item 11 above.
Status:
Control room layout drawings will be available by October, 1981.
Criterion 13:
Emergency operating procedures (EOPs) must be submitted to the NRC (PTRB) at least six (6) weeks prior to our visit.
This schedule must be met to permit joint HFEB/PTRB review of E0Ps.
Failure to meet this criteria could delay visits and SEP inputs.
Status:
Emergency operating procedures will be made available by October, 1981.
Criterion 14:
Process computer and all peripherals are operational and available for Human Factors review.
Status:
The computer is installed.
Software is not expected to be fully operational before June, 1982.
Criterion 15:
Operator workspace and environment are similar to what will be when operating and can be Human Factors reviewed.
Status:
Operator workspace and environment will be very similar to the final configuration after June, 1982.
