On April 6,1981, with the reactor at steady state power of 2430 !'ilt, the plant operator attempted to clear a high moisture content alarm on the Standby Gas Treatment Subsystem "B" per HNP-2-2503, Standby Gas Treatment System Filter Trouble.

The "B" SBGT heater would not energize.

S3GT Subsystem "B" was declared inoperative. Technical Specifications Section 3.6.6.1 requires two operable SBGT subsystems, the requirenent was not met.

A seven day limiting condition of optration was initiated per Technical Specifications Section 3.6.6.1.

The public's health and safety were not affected.

This event is non-repetitive.

The cause of this event has been attributed to procedural inadequacy.

Standby Gas Treatment Subsystem "G" relative humidity sensor cables were swapped while performing H!!P-2-3653, Standby 9s Treatment System Opera bi lity.

The procedure called for both the 50% and 70% relative hunidity sensor cables to be at one point disconnected at the same time.

The cables were not labeled and when reconnected they were connected to the wrong sensor. The cables were labeled then connected to the right p

sensor.

The procedure has been revised so only one sensor is removed d

at a time. A generic review of the Unit I procedure revealed that there is no need to remove the cables to the humidity sensors.
