This refers to your letters dated November 14 and 26,1980, in response to our
letter dated October 20, 1980.
With respect to your reply to Appendix A, Notice of Violation, Item F, we acknow-
ledge but disagree with your contention that no item of noncompliance exists.
We maintain our position that the requirements of Technical Specification 3.18.4.1
are applicable whenever equipment in the cable spreading relay room is in normal
use to monitor and maintain the plant at cold shutdown, regardless of the ability
to use backup or contingency equipment remote from the relay room. Therefore,
this item remains as cited.
Your action to maintain a continuous fire watch in
the cable spreading room, whenever the requirements of Specification 3.18.4.1
are not met, provides an acceptable resolution to this matter.
With respect to your reply to Appendix B, Notice of Violation, Item A (vital
area control), we acknowledge but disagree with your contention that no item of
noncompliance exists.
We further disagree with your basis for reaching that
conclusion. This item remains as cited.
Our basis for this position is as
discussed in the enclosure. Your actions taken in regard to this matter provide
an acceptable resolution.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,

in accordance with the provisions of 10 CFR 9.12; therefore, the enclosure to
this letter and Appendix B to your letter dated November 26, 1980 will not be
