1.0 PURPOSE The purpose of this procecure is to flood the RPV using all the available in]ection subsystems.
2.0 ENTRY CONDITIONS This procedure is entered from EP-5 (Rapid RPV Depressurization) if any of the following occur:
/7 2.1 Temeerature near the cold reference leg instrument vertical runs exceeds the RPV saturation limit.
,/_7_
- 2. 2-RPV water level cannot be determined.
((7 2.3 Containment pressure cannot be maintained below 15 psig.
3.0 OPERATOR ACTIONS
((7 3.1 If a minimum of three SRV's are open or if HPCS is running or in Standby Readiness:
/_7_,
3.1.1 Close th MSIV's
((7 3.1.2 Close the Main Steam Line Drains
((7 3.1.3 Isolate RCIC, RWCU and RER Stea, Condensing
((7 3.2 If less than three SRV's are open or if EPCS is not available or step 3.1 has been completed, inject water into the RPV with all of the foitewing:
((7 3.2.1 HPCS (04-1-01-E22-1 step later)
((7 3.2.2 Condensate Booster Pumps (04-1-01-N19-1 step later)
((7 3.2.3 LPCS (04-1-01-E21-1 step later)
[]7 3.2.4 LPCI (04-1-01-E12-1 step later) i
/__7 3.2.5 Condensate Pumps (04-1-01-N19-1 step later)
((7 3.2.6 CRD (04-1-01-Cll-1 step later)
/__7 3.3 If RPV water level is increasing, then continue in this procedure at paragraph 3.8.
((7 3.4 Af ter RPV pressure has stablized, determine the single SRV pressure rise as follows:
((7 3.4.1 Note RPV pressure and then close one SRV.
((7 3.4.2 After pressure has stablized, note the pressure increase and then reopen the SRV.

/-'T 3.6 If it can be determined by any other means that the RPV is filled, proceec to step 3 7.
CAUTION Several methods of determining i,f the RPV is filled may be
,.ovided; however, these may not be the only means.
I L_7 3.6.1 RPV water leve.r. indication LI-R605 on 1 Il3-P 6 01 LI-R608 on 1H13-P680
~~/7 3.6.2 If a source external to the containment is being injected into the RPV, an increasing suppression pool level may indicate the RPV filled.
l
/,_' /
3.6.3 If no externc source is being injected, a stable RPV pressure coincident with a stable suppression pool level may incicate tne RPV filled.

~~-
3.6.4 l
A rapid increase in suppression pool temperature may indicate the RPV filled.

' /7 3.6.5 The open SRV's tailpipe temperature increasing to and equalizing with RPV temperature may indicate the RPV filled.
O 3.7 If RPV pressure is not stable or if both steps 3.5 and 3.6 indi-cate the RPV is not filled, inject wtaer into the RPV with all of the following until level is restored:
C 3.7.1 Standby Service Water Loop B (04-1-01-P41-1 step later)
Run more'than one' pump if possible G
a.
G b.
Open valves lE12-F094 and lE12-F096 to inject into RER Loop B C
3.7.2 Fire System G
Fill any tank that can be pumped to the RPV.
a.
6 3.7.3 ECCS flush connections from the Condensate Transfer System.
O 3.7.4 SLC (test tank) (04-1-01-G41-1 step later)
O 3.7.5 If all other available source have been used, the SLC (boron tank) may be used.
CAUTION De eating isolation interlocks may be required to accomplish step 3. 8.
63.8 If the Contai: rent pressure exceeds 15 psig, then vent the pri:rary contaiment in accordance with 04-1-01-M41-1, to reduce pressure to less tha.n 10 psig.
6 3.9 If the Contain:nent pressure cannot be maintained below 15 psig, initiate Contairmant Spray regardless of whether adequate core coolirs is assured.
Ccntinue spray until Contairrrent pressure is less than 5 psig.
6 3.10 Fill all PPI level instrirentation reference coltrns.
O 3.11 Continue injection until the tencerature near the cold reference leg vertical run is less than 212 F as indicated en recorder M71-R604A (B) point (later)

an irrreasing suppression pool level : ray indicate the RFV f411ad.
3.12.3 If :n external source is beig injected a stable P2V pressure coinci-dent with a stable suppressian pool level ray indicate the PSV filled.
3.12.4 A rapid ircrease in suppression pool tecparature ray indicate the RFV filled.
3.12.5 Tne cpen SE/'s tailpipe tenperature increasig to and equalizing with RFV ts:perature : ray iniicate the PPI filled.
6 3.13 If level is still unknown, deterrine the simle SRV pressure rise as follcws:
6 3.13.1 Note RPV pressure and then close ene SRV.
O 3.13.2 After pressure has stablized, note the pressure i:rrease and then reopen the SRV.
6 3.14 If the PSV pressure i:rrease iniicates the vessel is filled as deterined frcra Figure B, proceed to step 3.16.
