Virgil C. Sumer Nuclear Station Docket No. 50/395 ACRS Letter to Dr. Joseph M. Hendrie Dated 3/18/81

Dear Mr. Denton:

On February 26-27, 1981, and March 11, 1981, South Carolina Electric and Cas Company (SCE&G) met with a subcommittee of the Advisory Committee on Reactor Safeguards (ACRS) and members of the Nuclear Regulatory Commission staff to discuss certain issues chosen by the Chairman of the Subcommittee, Dr. David Okrent, as relevent topics pertaining to the Virgil C. Summer Nuclear Station.

Subsequent to these meetings, a meeting was held on March 13, 1981 with the full ACRS, SCE&G and members of the NRC staff. As a result of these meetings, a letter was written by the Chairman of the ACRS, Dr. J. Carson Mark, to the Chairman of the NRC, Dr. Joseph M. Hendrie, recommending that a full power operating license be issued for Virgil C. Summer Nuc1 car Station, provided consideration is given to certain items delineated in the letter.

South Carolina Electric and Gas Company hereby addresses those items, identified in the referenced letter, that are considered appropriate for discussion by the Applicant.

ITEM 1: Seismic Design Margin SCE&G has extended its studies of the seismic design margin within the Virgil C. Succer Nuclear Station to include all systems and components whose function is important to the assurance of the continuing removal of shutdown heat. The target date for completion of this study is June, 1982.

ITE!! 2: : Emergency Preparedness SCE&G has investigated the use of various emergency related systems after a seismic event. The following is a discussion of these systems:

The Virgil C. Summer Nuclear Station will be equipped with a siren system capable of alerting the site and surrounding areas in the event an emergency situation should develop.

If, for some reason, the sirens are not available, the emergency plans of local governmental agencies specify that they vill warn the general public by using sirens on emergency vehicles such as police and fire in the affected area.

The primary meteorological and radiation monitoring systems include the equipment necessary for determination of meteorological conditions and dose rates. If these were to become inoperable, back-up instrumentation is available. In the case of the meteorological tower, a ba'ck-up tower and equipment are available at a site across Monticello Reservoir. Regional meteorological data is available from the Columbia office of the National Weather Service.

An in-plant telephone system and external plant phone lines exist at the Virgil C. Summer Nuclear Station.

If these were unavailabic hand held radios are maintained on-site and procedures exist to notify state and local law officials through their radio systems.

SCE&C has investirated the use of alternate evacuation routes should a seismic event cause some routes to become impassable.

The public would be notified of the evacuation routes by use of the emergency broadcast system.

ITEM 3: Reservoir Induced Seismicity South Carolina Electric and Gas Company will continue to monitor the microseismic activity induced by the reservoir through 1982. At the end of this tire, SCEEC will evaluate concidering input from the NRC staff, the necessity of continued monitoring.

ITEM 4: Management and Organization In response to a management audit by the NRC, SCE&G formulated a plan to strengthen their management capabilities.

This plan was described in two lett'ers to the NRC dated 3/4/81 and 3/25/81. Special attention was given to areas such as increasing in-house technical capability and plant corporate training. Through the use of the SCE&G Management Directives, sufficient technical breadth and independence is assured within the Nuclear Safety Review Committee.

ITEM 5: Probabilistic Safety Analysis SCE&G is following a program known as NREP (National Reliability Evaluation Program) that is being developed by various groups such as IEEE and ANS.

The objective of this program, as we understand it, is to produce a guide book or set of procedures for applying probabilistic analysis to nuclear power plants.

SCE&G supports the opinion of the ACRS that probabilistic analysis can be a useful tool. When the guidelines and methodology have been developed and accepted by the industry, the staff and the ACRS, SCE&G expects to pursue performance of such analysis on the Virgil C. Summer Nuclear Station.
