APPLICATION FOR AMENDMENT OF FACILITY OPERATING LICENSE DPR 44 Philadelphia Electric Company, Licensee under Facility Operating License DPR-44 for Peach Bottom Atomic Power Station Unit 2, hereby requests that the Technical Specifications contained in Appendix A of the Operating License be temporarily amended by revising certain sections as indicated in the following discussion.

At 5: 00 PM on April 13, 1981, as a result of the determination that the air operated vacuum breaker va'.ves between the Reactor Building and the Unit 2 torus of the Peach Bottom Atomic Power Station would be overstressed in the event of the design basis earthquake , these valves were declared inoperable. This determination

' is based on calculations performed by the valve manufacturer . The subject valves are operated on torus to Reactor Building differential pressure. Under_a low pressure condition the air operated valves open, thereby permitting the vacuum breaker check valves to function.

The specific defective component is a bracket on the valve 4

operator. Yielding or failure of this bracket would cause the valve to fail in an indeterminate position. The bracket will withstand an acceleration of 0.8g The operational basis earthquake subjects this bracket to 0.58 The design basis earthquake subjects this bracket to 1.21g. The bracket therefore meets the operational basis earthquake criteria with 60% margin.

The function of the vacuum breaker system is to relieve negative pressure in the containment. The differential pressure  ;

setpoint is 0.5 psid i .25 psi. The only occassions on which the containment will experience negative pressure is during purging operations or during a LOCA followed by the manual initiation of containment spray. Purging of the drywell is restricted when the reactor is at power to 90 hours0.00104 days <br />0.025 hours <br />1.488095e-4 weeks <br />3.4245e-5 months <br /> per year , The probability therefore of requiring this vacuum breaker function is minimal.

The torus is equipped with two vacuum breaker systems,. each having-100% relief capacity for single spray loop operation. The air operated valve in both vacuum breaker systems has similar seismic deficiencies. The Technical Specification 3.7. A.3.b permit operation with 1 inoperable vacuum breaker system for a period of.7 days. The Bases of the Technical Specifications indicates that operation for 30 days with a single vacuum breaker system inoperable is justifiable.

Based on the present design, valve A0-2502B can be upgraded to withstand design basis earthquake requirements by installation of a

' snubber. It is oxpected that this installation will rcquiro 7 days.

Upgrading of A0-2502A will require installation of a snubber and modification of the present support system. This work is expected to be accomplished within 14 days.

Since the present installation will be operable for the operational basis earthquake with 60% margin, there is a low probability of a seismic event which exceeds this acceleration, and there is a low probability of occurrance of a LOCA which would require use of containment spray, we request permission to continue operation during the 7 days required to repair the B valve and an additional 7 days to repair the A valve.

Pursuant to 10 CFR 170.22, " Schedule of Fees for Facility License Amendments", Philadelphia Electric Company proposes that this Application for Amendment be considered a Class III Amendment , since the proposed changes involve a single safety issue, and are deemed not to involve a significant hazards consideration.

The Plant Operation and Review Committee and the Operation and Safety Review Committee have reviewed these temporary changes to

the Technical Specifications , and have concluded that they do not involve a significant hazards consideration, and will not endanger the health and safety of the public, Respectfully submitted, i*
