Identification and Description of Occurrence:

While reducing power for MG set maintenance, equalizing valve on.2-LITS 3-52 was partially open resulting in full upscale reading of reactor water level instrumentation causing a scram. ~ Instruments affected: 2-LITS-3-52; 2-LIS-3-203A, B,'and LI_S-3-184.

Conditions' Prior to Occurrence:

Unit 1 @ 97%

Unit 2 @ 50 Unit 3 @ 98%

Action specified in the Technical Specification Surveillance Requirements met due to inoperable equipment. Describe.

In 'accordance with Tech. Spec. Table 3.2. A, began cooldown, to go to cold shutdown.

Apparent Cause of Occurrence:

Equalizing valve on 2-LITS-3-52 was partially open resulting in loss of reference leg to 2-LITS-3-203A and B and 2-LIS-3-184.

Analysis of Occurrence:

_There was no danger to the health or safety of the public, no release of activity, no damage to plant or equipment and no resulting significant chain of events.

Corrective Action

Closed the equalizing valve and initiated a design change request to install a locking device on the valve to p.revent recurrence.
