Gentlemen:

As a part of the continuing effort to improve the effectiveness of our inspection program, NRC is undertaking new initiatives which involve independent nondestructive examinations of nuclear power plant components and piping.

Region I has purchased and equipped an NDE van for this purpose. We plan on using this equipment for an independent examination of selective work including repairs for the Beaver Valley 2 Neutron Shield Tank. We understand that this tank is presently undergoing repairs at Babcock and Wilcox (B&W) facilities in Mt. Vernon, Indiana.

In accordance with.10 CFR 50.70(a), we request that Duquesne Light make arrangements for us to have access to B&W facilities with our NDE van for this inspection. We presently plan to perform our tests for approximately two weeks during April 1981.

Specific dates will be provided later. These inspections will be performed to ascertain compliance with the PSAR and your commitments.

The examinations will be made with contractor inspection personnel under NRC direction. Thus, access will be needed for a total of 5-6 persons and the NDE van. This will also include an isotope source supplied by our contractor for the duration of our examinations. We request that you notify B&W of our inten-

'tions, handle any necessary arrangements including coordination, and advise us if.any questions arise.

To facilitate our planned inspection efforts, we request that Duquesne provide the following information:

1.

A copy of the nondestructive examination procedures (MT, PT, UT, RT) used by Newport News Industries (NNI) to perform the original examinations.

2.

A copy of the nondestructive examination procedures used by Duquesne Light Company and/or Stone and Webster on site to examine any welds

-and base materials on the tank.

3.

Assembly drawings which show the joint design and weld locations for

all welds on the tank.

4.

Weld procedures and associated procedure qualifications for each procedure used to fabr_icate the-welds.

5.

A schedule' of the work activities at B&W for the tank.

If our examinations reveal defective areas or suspect areas, we would then need access to NNI's inspection results, including radiographic film.

Please advise us of the best means to obtain such access.

Microfiche copies of NNI's data are acceptable if.they are readable.

The results of these examinations will be repo ted in accordance with our normal inspection program practices.

If possibie, please provide the above requested information by March 30, 1981.
