Virgil C. Summer Nuclear Station Docket No. 50/395 Transmission Line R/W Maintenance

Dear Mr. Denton:

The NRC Staff has recently requested additional information concerning i

the use of herbicides and rotary moving for maintenance M transmission line rights-of-way associated with the Virgil C. Summer Nuclear. Station. Their 4

questions were primarily directed at cost and effects of the use of herbicides 1

relative to using rotary moving. The following information is provided for j

their use:

Maintenance Using Herbicides

.(1) The average cost is approximately $100 per acre.

(2)

Effective duration is 4 to 7 years before requiring re-application.

(3) The growth of plants and brush accumulation is effectively reduced.

2 (4) No hand clearing work is required.

(5). Due to the steep-terrain associated with most of the Summer trans-mission lines, crosion caused by trattors is eliminated.

l' (6): Due.to the controlled application of herbicides _(under the supervision of_a registered forester), there is minimal adverse affect on plant species.outside the rights-of-way. To date company wide, there has been approximately.05% damage to outside_ timber.

-(7) Aesthetically pleasing results are produced by allowing grass to

Maintenance Using Rotarv Moving and Hand Clearing i

(1) The cost varies significantly due to terrain in the range of i

$55 to S300 plus per acre. On level terrain with no fence lines, j;

swamps, low areas, creeks, etc., the cost is on the lov end of the scale. As soon as the terrain beco=e difficult and any hand l

clearing is required (as is the case with the cajority of the l

Su=mer trans=ission lines), the costs increase significantly i

towards the high end of the scale.

(2) The effective duration is again dependant on terrain and lasts L

fro = 1 to 3 years.

(3) Due to the steep terrain associated with most of the S m r trans-mission lines, erosion along rights-of-way beco=e a proble due to tractor tire effects.

(The National Forests in this area prohibit rotary =oving due co the erosion proble=s.) Additionally, some j

terrain is too steep for rotary =oving.

(4). Hand clearing is required in most cases vitt personnel very difficult to find to do this work.

- (5)' Growth potential of plants and brush accumulatien significantly increases, therefore, prohibiting growth of grasses.

Both' methods produce some minimal adverse effects. Additionally, each method produces an envir meent which benefits different types of plant and ani=al i

species. South Carolina Electric an? Cas Co=pany has thoroughly evaluated both

. methods for the Summer trans=ission lines, and feels that the herbicide method is the most cost effective due to.the type terrain involved while producing riti=al

~ ffects on the environment.. South.Carolira Public Service Authority also uses this e

same philosophy in conjunction with their transniasion lines associated with the

. Virgil C. Summer Nuclear Station.'
