Dear Mr. Kay:
ACRS (16)
'I*
We have completed our review of your letter dated Fe_ruary 11,1 t
which requ.sted a postponement of the completion of three fire y
gg3 protection modifications.
A discussion,of each of these itemsg7ph h 44 L

1981. You stated that you had experienced difficulty in o
the design, engineering, and fabric 5 tion of dampers of the g, g* \\
7 proper size and UL rating but that you are now in the process of installing the dampers.

~
In support of your request for a postponement, you indicate that:
(1) the dampers are replacements for already existing damper'..
7 (2) you have added increased fire detection capability in the switchgear room, (3) cable penetrations in the room have been sealed, (4) new hose stations have been installed nearby, (5) new operating procedures provide improved fire protection capabilities. and (6) the increased number of newly installed sprinklers in the adjacent turbine building will assure early fire detection and prompt
. extinguishment.

2.
Halon 1301 Sucoression System: Your letter requested a delay in l
the completion of the automatic total flooding Halon 1301 suppression l
system in the switchgear room until April 15,198?. You stated that installation of the system is complete, but that it cannot be tested until the fire dampers discussed above are installed because the currently installed dampers are not sufficient leak tight i
to perform the test.

In support of your requast for postponement you indicated that:
(1) the Halon 1301 suppression system is only a part of the t
total fire protection system for the switchgear room.
(2) the increased number of newly installed sprinklers in the r
turbine building will assure early fire detection and prompt extinguishment, (3) increased fire r.etection capability has been installed in the switchgear room,.
(4) cable penetrnions into the room have been sealed, (5) additional nearby base statio.1s have been installed, and (6).the existence of new operating procedures will provide improved fire protection capabilities.
3.
Fire Water Succly: Your letter requested a delay in the completion i
of the new fire tank and pump ur.til February 18, 1981.
You stated l
that installaticn of tr.e system is complete, but that it cannos be tested until February 18, because of the unavailability of qualified fire protection inspectors to certify the tests and delays due to adverse weather conditions and equipment delivery.
In support of your request for a postponement you indicated that:
i r
(1.) the existing fire water supply consist! of two 1000 gpm pumps i
which take a suction from the reservoir which serves as the t
i i
ultimate heat sink for the plant, and (2) the addition of new operating procedures will provide' improved
[
fire protection capabilities, (3) the extension requested is only for one day.
i Based on our review, we conclude that you have shown good cause for extending the completion riates for these modifications, and that the ou::lic health and safety will not be adversely affected by such exten-si ns.
Accordingly, cursuant to 10 CFR 50.48(d), the date for installation of fire dampers between the control and switchgear rooms
[
and tne turbine building is hereby extended until April 15,1981, the date for installation of the Halon 1301 suppression system in the switchgear room is hereby extended until April 15, 1981, and the date for l
installation of the new fire tank and diesel fire pump is hereby extended until February 18, 1981. A copy of the related Notice of Extension, which is being fcmarded to the Office of the Federal Register fcc. put t Ration, is cnclused.
Sincerely, tnelStuiT
