AMENDMENT TO OPERATING LICENSES NPF-4 AND NPF-7 NORTH ANNA POWER STATION UNITS NO. 1 AND NO. 2 SUPPLEMENT TO PROPOSED TECHNICAL SPECIFICATION CllANGE I
By letters dated July 30, 1980 (Serial No. 487), August 1, 1980 (Serial No. 678),
August 28,1980 (Serial No. 731), and October 15, 1980 (Serial No. 845), we requested changes to the Appendix A and Appendix B Technical Specifications for North Anna Units 1 and 2.
The Technical Specification changes proposed dealt with (1) revisions to the corporate level management organization, (2) revisions to the nuclear power station organization, (3) revisions to replace the existing System Nucicar Safety and Operating Committee with a corporate 1cvel independent

review group (Safety Evaluation and Control), and (4) revisions provided in response to the July 2,1980 staf f letter on TMI-2 Lessons Learned Category "A" items. The proposed changes enclosed in Attachments 1, 2, and 3 supple-i
. ment our license amendment applications referenced above.
i The enclosed proposed changes are intended to provide the staff with a complete package of pending proposed Technical Specification changes to Section 6.0 i
ADMINISTRATIVE CONTROLS. Attachment 4 provides a general discussion of the proposed corporate and station organizational changes.
l This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee.

We have reviewed this request in accordance with the criteria in 10 CFR 170.22.
Since this request supplements our license amendment applications referenced above, no additional license amendment fee is required.
