We have received copies of the following applications which your Company filed with the Office of Nuclear Reactor Regulation (0NRR) for review.

These applications relate to your Pilgrim Nuclear Power Station (License No. DPR-35).

1.

Letter #80-241 dated September 29, 1980 and filed as Proposed Change No. 80-5 for review of organizational changes for the facility.

2.

Letter #80-273 dated October 31, 1980, requesting imme-diate relief from Technical Specification Section 3.5.B.

This request was approved by ONRR on October 31; confirmed by letter dated November 7 and formalized in Amendment No. 44 to License No. DPR-35 issued on November 17.

With item 1 above, a Class II fee of $1,200 was remitted pursuant to 10 CFR 170.22 because you determined that the request is administrative in nature.

No fee was forwarded with item 2 above.

Based on information provided by the ONRR staff as a result of a preliminary review of item 1 and final review of item 2 above, it has been determined that each request involves consideration of a single safety issue.

Therefore, a Class III fee of $4,000 is applicable for each of them.

It is requested that a total of $6,800 ($2,800 for item 1 and $4,000 for item 2) be promptly l

remitted to this office.

If the final review of item 1 by the ONRR staff reveals that the Class III fee is incorrect, an adjustment will be made.

As a matter of information, when organizational changes involve changes in lines of responsibility, formation of new groups, and/or changes in the functions of a group, committee, or position, they are not considered to be l

administrative or pro ' forma in nature; therefore, they are seldom determined to be in the Class II fee category.
