During Mode 6 operation, shutdown cooling flow was stopped for about 5 minutes. Actions were taken as required by T.S. 3.9.8.a. At 0655, due to a motor control center power transfer, valve position indication was lost in the Control Room for MOV-632 (a shutdown cooling return header isolation valve). Due to a recent problem with PT-103-1, the Control Room Operator questioned the actual position of MOV-652. He therefore stopped shutdown cooling flow temporarily to protect MOV-652 and the LPSI pump from possible damage in the event that MOV-652 was fully or partially shut. At 0700, valve position indication was reenergized, and it was i

di, covered that MOV-652 was, in fact, fully open. Sh-*down cooling flow was then restored. During the intervening 5 minutes, no operations were in progress involving an increase in the reactor decay heat load or a reduction in boron concentration of the Reactor Coolant System. Shutdown cooling temperature showed only a slight increase during this time period. This event had no impact on the public health or safety. This is a non-repetitive event.

CAUSE DESCRIPTION AND CORRECTIVE ACTIONS (CONT'D)

The cause of the loss of valve position indication for MOV-632 was a power trahsfer involving MCC-204 and MCC-214. The power transfer was over in 5 minutes, and valve position Indication and shutdown cooling flow were restored. The operator was aware of the power transfer but did not anticipa> a loss of valve position Indication. Recent problems with PT-103-1 (which closes MOV-652 on high pressure) caused the operator to be especially wary of a possible closure of MOV-632, contributing to the decision to stop the LPSI pump. The problem with PT-103-1 has been since corrected. A caution has been added to the 480V system operating

- instruction to check the applicable load list to determine affected loads before deenergizing a 480V bus or MCC. All licensed personnel will be informed of the details c.f this event.
