This refers to your letter dated November 10, 1980, in response to our letter

6ated October 20, 1980.

Thank you for informing us of the corrective and preventive actions documented

in your letter and the additional action agreed to by Mr. R. Fleshman of your

staff in a telephone call on November 25, 1980 with Mr. G. C. Smith of this

office relative to your response to item 3.

It is our understanding that a

review will be conducted of the authorization lists that grant unescorted

access to normally unoccupied vital areas and any persons not found to have a

valid reason for entry will be purged from the list.

These actions will be

examined during a subsequent inspection of your licensed program.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, documentation of findings of your con-

trol and accounting procedures for safeguarding special nuclear materials and

your facility security procedures are exempt from disclosure; therefore, the

,

enclosure to the referenced letter will not be placed in the Public Document

Room.
