Gentlemen:
This refers to the special inspection conducted by E. R. Schweibinz of this
office on November 5-7 and 21, 1980, of activities at Marble Hill Nuclear
,
Generating Station, Unit I and 2, authorized by NRC Construction Permits
No. CPPR-170 and No. CPPR-171, the management meeting conducted at the
site with yourself, Mr. Petro and Mr. Ramsett, and to the diacussion of
our findings with Messrs. Petro, Ramsett and others of your staff at the
conclusion or the inspection.
The enclo -d copy of our inspection repc,rt identifies areas examined
during the inspection. Within these areas, the inspection consisted
of a selective examination of procedures and representative records,
observations, and interviews with personnel.
During this inspection, certain of your activities appeared to be in non-
compliance with hTC requirements, as described in the enclosed Appendix A.
The inspection showed that action had been taken to correct the identified
noncompliance and to prevent recurrence. Consequently, no reply to this
noncompliance is required and we have no further questions regarding this
matter at this time.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part
2, Title 10, Code of Federal Regulations, a copy of this letter and
the enclosures will be placed in the NRC's Public Document Room, except
as follows. If these enclosures contain information that you or your con-
tractors believe to be proprietary, you must apply in writing to this office,
within twenty-five days of the date of this letter, to withhold such infor-
