Dear Mr. Denton:

Baltimore Gas and Electric Company hereby requests an Amendment to its Operating Licenses Nos. DPR-53 and DRP-69 for Calvert Cliffs Units 1 & 2, respectively, with the submittal of the enclosed proposed changes to the Technical Specifications.

Technical Specification Change Change Unit 1 and Unit 2 Technical Specifications as indicated on the attached marked-up pages of the technical specifications with respect to reactor decay heat removal capability. The technical specifications affected are 3.4.1.1, 3.4.1.2 (new), 3.4.13 (new), 3 9.8.1, 3 9.8.2 (new), 3/4 4.1.4.1 (bases).

Discussion and Justification The attached changes to the technical specifications are being submitted in accordance with the above referenced letter, which requested that we propose technical specification changes that provide for redundancy in decay heat removal capability.

Safety Committee Review These proposed changes to the Technical Specifications have been reviewed by our Plant Operations and Safety Review Committee and Off-Site Safety and Review Committee, and have concluded that implementation of these changes will not result in an undue risk to the public health and safety.

Fee Determination We have determined that the proposed changes constitute a Class III and Class I A:cendment pursuant to 10CFR 170.22 and accordingly a check in the amount of $4,400. is enclosed.
