lt-CONSUMFRS POWER COMPANY APPLICATION FOR-REACTOR CONSTRUCTION PERMIT AND OPERATING LICENSE Docket No. 50-155 Amendment No. 11 This~ amendment, submitted in support of the application of Consumers Power Company (Consumers) for a provisional operating license for the Big Rock Point Nuclear Plant (Plant), furnishes information concerning Consumers' financial qualifications to operate the Plant and brings up to date~certain other information contained in the initial license application dated January 11+, 1960.

Pursuant to the provisions of Section 140.12 of 10 CFR Part 140, a calculation showing the amount of financial protection required for operation of the Plant at a maximum authorized power level of 157 thermal mega-watts to be $23,550,000.

Copy of letter from Nuclear Energy Lia-bility Insurance Association to Consumers dated January 18, 1962, agreeing to increase the amount of public liability insurance up to $23,550,000 when nec-essary.

3 Financial Responsibility for Fuel.
Consumers has made ar-rangements with General Electric Company (General Electric) for the sup-ply of all fuel during the four and one-half year resesrch and develop-ment period.
Pursuant to these arrangements, General Electric is to be i
financially respon'sible to the Atomic Energy Commission (AEC) (except to the extent that General Electric may make arrangements satisfactory 1
to AEC for the assumption of financial responsibility by persons other than Consumers) for special nuclear material obtained from AEC up to the time of delivery of such material as fabricated fuel assemblies to the Plant.
Consumers has agreed to assume financial responsibility to AEC for fuel assemblies after their delivery to the Plant.

Arrangements Under Power Reactor Demonstration Program.
The proposal by Consumers and General Electric to 'AEC under the Power Reactor Demonstration Program, described in the initial license appli-cation, culminated in Contract No. AT(11-1)-932, effective December 30, 1960, between AEC and Consumers, and Contract No. AT(Oh-3)-361, effective December 30, 1960, between AEC and General Electric. Under these con-tracts AEC has agreed to furnish the following financial assistance to the Big Rock Point project:
Waiver of use charges for special nuclear material a.
made available to General Electric and necessary for the per-formance of the pre-operational research and development work, up to e, maximum of $25,300.
b.
Reimbursement of ' costs incurred by General Electric in carrying out the pre-operational and post-construction research and development program up to an amount of $3,710,916, less the value of Government property or services furnished pursuant to the aforesaid contract between AEC and General Electric.
This adjusted amount is subject to further adjust-ment to reflect changes in cost of labor and materials, pro-vided that no adjustment thereof shall cause an increase of 1
more than ten percent in such adjusted amount. Any costs in-

curred by General Electric in carrying out the pre-operational and post-construction research and development program which are not reimbursed by AEC will be borne by General Electric.
