Dear Mr. Grier:

This 'etter supplements information presented in our letters of November 9 and December 6,1972, which were written in response to your June 29 letter on industry valve body wall thickness deficiencies.

This letter is intended to respond specifically to your letter of December 27, 1972, asking for further clarification of our previous response s.

With respect to the Palisades Plant, the applicable valves are listed in Attachment I.

These valves have been separated into 18 in-spection groups (maximum group size of 13, the data in our December 6, 1CJ72, letter was 1. error) based on our previously stated inspection plan variables of manufacturer, size, design rating and valve type. We do not find it possible to identify the probability that the proposed sampling plan would fail to identify a thin-wall valve. Among other things, it would be necessary for us to assume that there are thin-wall valves in the respective group populations. We believe this to be an unrealistic and unnecessary assumption. As an alternative to stating the probabilisi.:s you requested, we propose to calculate statistical confidence statements for the population of subject values using the stat'Astical mean and standard deviation of measured wall thickness values. This infomation will be developed when the test program we have proposed has been concluded.

Representatives of Regulatory Operations may review the data along with our proposals for further action should further action be deemed neces-sary.

The applicable valves at Big Rock Point are listed in Attach-ment II. Other data presented in Attachment II include the design pres-sure and the highest anticipated operating pressure. The column entitled

" Working Conditions" lists the code allowable pressure (USAS B-16.5) corresponding to the expected peak operating temperature. The column entitled " Safety Factor" is calculated as the ratio of Working Pressure to Operating Pressure. Where the pressures listed in the " Design" column f/ Of /O O 705

Mr. B. H. Grier January 31, 1973 do not conform to USAS B V ' designation, design documents indicate these valves were purchased ta sesign pressure specifications. In these cases, working pressure was not uprated.

An indication of the significance of the safety factor in Attachment II can be realized by use of the equation presented in Para-graph 6.1 of USAS B-16.5-1968. This equation is used to indicate minimum valve and fitting wall thickness requirements. A calculation, using this equation, for a valve (24" Chapman Mo-Noo3A) with a calculated safety factor of 131, indicated a wall thickness margin greater than one inch. A similar calculation for another valve (3" Edwards 3"-207M3) indicated a wall thick-ness margin of greater than 0 3 inch.
