This letter refers to the October 6-9, 1980, reutine inspection conducted by
Ms. C. Abigail Evans of NRC's Region IV Of fice.
The activities inspected were
those that are authorized under NRC License No. DPR-51.
It further refers to

the discussion that she had with you concerning her findings at the conclusion
of the inspection.
The inspection related to your program and activities designed to protect
against industrial sabotage and to safeguard special nuclear material.
The
inspection was based on the applicabic provisions of Title IC, Part 50, of
the Code of Federal Regulations, entitled, " Licensing of Production and
Utilization Facilities," within Part 73 entitled, " Physical Protection of
Plants and >bterials ," and the specific requirements of SRC License No. DPR-51.
The inspection consisted of selective examinations of procedures and records,
personnel interciews, and observations by the inspector.
During this inspection it was found that certain of your activities sere not
conducted in full compliance with NRC requirements, as set forth in the Notice
of Violation, enclosed herewith as Enclosure (1).
Consequently, you are required
to respond to this matter, in writing, in accordance with the provisions of
Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of
Federal Regulations.
Your response should be based on the specifics contained
in the Notice of Violation enc 1csed with this letter.
The documentation of findings of your Industrial Security Plan procedures for
safeguarding special nuclear caterials and your facility's security procedures
are exempt from disclosure.
This exemption is covered within Title 10 CFR,
Part 2, Section 2.790(d), entitled, " Rules of Practice for Donestic Licensing
