Georgia Power Company offers the following in response to Infractions A and B as noted in Appendix A, " Notice of Viola tion", to C. E. Murphy's letter dated October 27, 1980, regarding the NRC inspection conducted at Edwin I..

h Nuclear Plant on September 16 through 19, 1980.

INFRACTION A As required by Technical Specification Section 6.5.2.8.i, an independent fire protection and loss prevention inspection and audit shall be perforned annually utilizing either qualified offsite licensee per-sonnel or an outside fire protection' firm.

Contrary to the above, an independent fire protection and loss preven-tion inspection and audit has not been perforned since August 15, 1979.

This is an infraction.

RESPONSE TO INFRACTION A An independent fire protection and loss prevention inspection and audit was conducted by Southern Company Services (SCS) during the week of October 6, 1980.

As documented in our letter to SCS dated October 8, 1930, arrangements have been made with SCS to conduct the annual inspection and audit as required by Technical Specification Section 6.5.2.8.i.

As noted in the referenced Tech Spec section, audits are performed ur.Jer the cognizance of the Safety ~ Review Board (SRB).

In addition to the inspection and audit arrangement with SCS, the SRB Chairman will also be notified by the Secretari for the SRB, an indi-vidual independent of the SRB, who will track all impending audits so ds to assure prevention of any recurrence.

Compliance'iS Considered achieved as of October 8, 1980.

( w, upa Pmet L United States Nuclear Regulatory Commission Office of Inspection and Enforcement November 13, 1980 Page Two INFRACTION B As required by Technical Specification Section 3.13.6, all penetratien fire barriers protecting safety-related areas shall be functional at all times.

Contrary to the above, the fire door between the Unit 1 Radwaste Building and the Unit 1 East Cableway was blocked in the open position on September 17, 1930, by hose to welding cylinders and the rolling fire door for diesel generator Room 1 A was obstructed from closing on Sep-tenber 19, 1980, due to equipment stored in the door opening.

A fire watch or equivalent monitoring were not provided for these nonfunctional fire barrier penetrations.

This is an infraction and applies only to Unit 1.

RESPONSE TO INFRACTION 3 UL - discovery a fire watch was established at the east cableway to radwaste fire door and the materials and tools blocking the diesel generator room rolling fire door were removed. An information letter has been formulated and will be distributed to plant personnel by November 14, 1980, informing them of:

the purpose of fire barrier penetration seat:

Tech Spec recuirements applicable to maintenance cf the integrity of fire barrier penetration seals, and 3.

the reauirements for fire watches in the event of the breach of a fire barrier penetration seal.

This information will be included in' training programs for new employees beginning November 12, 1980.
