NRC Regional Evaluation of Licensee Performance at

Washington Nuclear Projects 1 and 4, 3 and 5

This refers to our meeting at the Washington Public Power Supply

'

System corporate offices in Seattle, Washington en October 9,1980,

with you and your principal staff personnel for the Washington

Nuclear Projects l/4 and 3/5. The purpose of this meeting was to

discuss the results of NRC's regional evaluation of licensee

performance regarding activities authorized by NRC Construction

Permits Nos. CPPR 134, 154, 155 and 174. A copy of this evaluation

and supporting data are enclosed for your information.

Items discussed during the meeting included a description of NRC's

program for evaluation of licensee performance, and a summary of

the findings and evaluation of the NRC regional review board regarding-

compliance with NRC requirements at the Washington Nuclear Project 1/4

during the period May 29, 1979 through July 18, 1980 and the period

August 1979 through August 1980 at the Washington Nuclear Project 3/5.

In accordance with Section 2.790 of the NRC's " Rules of Practice",

Part 2, Title 10, Code of Federal Regulations, a copy of this letter

and its enclosures will be placed in the Nuclear Regulatory Commission's

Public Document Room.
