Gentlemen:

This refers to the inspection conducted by Mr. D. Haverkamp of this

office on January 12-16, 1976 at Yankee Rowe Nuclear Power Station,

Rowe, Massachusetts of activities authorized by NRC License No. DPR-3

and to the discussions of our findings held by Mr. D. Haverkamp with Mr.

Autio.and'other members of your staff at the conclusion of the inspec-

tion, and to subsequent telephone discussions between Mr. Autio and Mr.

J. Streeter on February 20 and 25 1976.

Areas examined during thic inspection are described in the Office of

Inspection and Enforcement Inspection Report which is enclosed with this

letter. Within these areas, the inspection consisted of selective exam-

inations of procedures and representative records, interviews with

personnel, and observations by the inspector.

Our inspector also verified the steps you have takin to correct the

.

items of noncompliance brought to your attention in letters dated

January 10, 1975 and October 29, 1975. We have no further questions

'

regarding the steps you took to correct item B.l.(b) of the January 10

letter and item A of the October 29 letter. With regard to the other

items in these letters, the January 10 items have been previously

inspected and found satisfactorily corrected and item B of the October

29 letter will be inspected at a later date.

In addition, our inspector examined those activities conducted under

your license relating to the subjects covered in your letters to this

office concerning Reportable Occurrences 75-8, 75-9, 75-10, 75-11, 75-

12, 75-13, 75-14, 75-16, 75-17 and 75-18.. We note that Reportable

Occurrences 75-12 and 75-18 involved Items of Noncompliance as described

in the attached report; however, since~ corrective actions have been

taken or initiated by you, no response to these items is required.

Completion of your corrective action vill be examined during a sub-

sequent inspection.

Within the scope of this inspection..no items of noncompliance were

observed.

In accordance with Section 2.790 of the NRC's "P. ales of Practice", Part

2, Title 10, Code of Federal Regulations, a copy of this letter and the

enclosed inspection report will be placed in the NRC's Public Document

Room. If this report contains any information that you (or your con-

tractor) believe to be proprietary, it is,necessary that you make a

written application within 20 days to this office to withhold such

information from public disclosure. Any such applicction must include a

full statement of the reasons on the basis of which'it is claimed that

the information is proprietary, and should be prepared so that pro-

prietary ,information identified in the application is contained in a

separate part of the document.

If we do not hear from you in this

regard within the specified period, the report will be placed in the

.

Public Document Room.

No reply to this letter is required; however, if you should have any

questions concerning this inspection, we will be pleased to discuss them
