Thoms: J. Martin Public Service Electric and Gas Company 80 Park Place Newark, N.J. 07101 201/430-8316 Vice Pres 4ent Engineering and Construction September 15, 1980 Mr. Boyce H. Grier, Director U.S. Nuclear Regulatory Commission Office of Inspection and Enforcement Region 1 King of Prussia, Pennsylvania 19406

Dear Mr. Grier:

BIOLOGICAL SHIELD 10CFR50.55(e), POTENTIAL SIGNIFICANT DEFICIENCY NO. 1 UNIT HOPE CREEK GENERATING STATION On July 1, 1980, a verbal report concerning a potential significant item was reported to Region 1, Office of Inspection and Enforcement representative, Mr. McGaughy.

It was reported that documentation pertaining to quality verifica-tion for the lower subassembly of the biological shield supplied by PX Engineering was found lacking inspection and NDE of several welds.

Supplemental information was submitted in writing to Region 1, Office of Inspection and Enforcement on August 7, 1980.

The following is a second interim report concerning incomplete documentation on the biological shield:

Bechtel Power Corporation Technical Specification 10855-C-139(Q) requires the outer shell to base plate weld and the plate in the area of the weld to be 100 percent examined by the ultrasonic method. Since the documentation does not verify the acceotability of the joint, the vendor has performed the required examination in the field. As a result of this examination, a number of minor weld deficiencies have been found and are being repaired. The examina-tion of documentation continues.
