The NRC Systematic Assessmeat of Licensee Performance (SALP) has been completed:

the enclosed Interim SALP Report.

Emergency Preparedness, showed an improving trend in Plant Operations,. and .

-maintained your level of performance in the other' functional areas with the

exception of Security.

The Security functional area showed a declining trend

and is an area of. specific concern.

We recognize your efforts to achieve. a high ' level ^of plant and personnel

_ performance and your level of management attention (and involvement.

The SALP

board- has noted several areas of concern which require. continued management

attention.

The areas of- concern include procedural, adequacy and compliance,

and post maintenance testing which have contributed to operational problems;

the repeated identification- of issues involving noncompliance with: the'

Physical Security program without taking adequate corrective actions; and your.-

efforts to reduce the number of personnel contaminations..
