The NRC Systematic Assessment of Licensee Performance (SALP) has been completed

for your McGuire facility. The facility was evaluated for the period August 1,
'

1988 through October 31, 1989. The results of the evaluation are documented in
the enclosed Interim SALP Report. This report will be' discussed with you at a
public meeting to be held at the McGuire facility on January 30, 1990 at
1:00 p.m.
,
The performance of your McGuire facility was evaluated in the functional areas
'
of the Plant Operations, Radiological Controls, Maintenance / Surveillance,
Emergency Preparedness, Security, Engineering / Technical Support, and Safety
{
Assessment / Quality Verification.
The assessment indicates the overall level of performance has improved. During
this SALP period you maintained your high level of performance in Emergency
Preparedness, improved in Radiological Controls and showed improving trends in
the Operations Maintenance / Surveillance and Engineering / Technical Support
>
areas. Management attention and involvement have been evident throughout the
assessment period.
We recognize your efforts to achieve a high level of plant and personnel
performance and the overall improving trend. With regard to improvements, the
SALP board has specifically noted that procedural adequacy and compliance, and
the aggressive and timely pursuit of problems requiring engineering evaluation
-
as areas of concern and has recommended continued management attention. Also,
the numerous problems experiented relating to the protected and vital area
l
access control program are of concern.

Any comments you have concerning our evaluation of the performance of your
McGuire facility should be submitted to this office within 30 days following
!
'
the date of our meeting. These comments will be considered in the development
l
of the Final SALP Report. Your comments and a summary of our meeting will be
issued as an appendix to the Final SALP Report.
