Gentlemen:

This acknowledges the receipt of your letter dated June 26, 1989, by which you transmitted Revision Number 24 of the Cooper Nuclear Station Safeguards Plan.

.We'have reviewed the information contained in Revision 24 and have determined i

that portions of Revision 24 are consistent with the provisions of 10 CFR 50.54(p) and are, therefore, acceptable.

However, as indicated in the attachment, certain other portions decrease plan effectiveness and are, therefore, inconsistent with the provisions of 10 CFR 50.54(p).

Accordingly, you are to follow your previously approved plan in~ regard to these items.

4 Please resubmit's corrected plan in order.to maintain continuity.

Should you wish to pursue changing the security plan with respect to the changes set forth in the attachment, you should resubmit under the provisions of 10 CFR 50.90.

The attachment to this letter contains Safeguards Information which is required to be protected from unauthorited disclosure by 10 CFR 73.21 and is r

.being withheld from public disclosure.
