Gentlemen:

Subject: NRC Inspection Report No. 50-443/89-19

A special safety inspection of your post-accident sampling and monitoring

systems was conducted by NRC Region I staff members at the Seabrook Station

during the period November 28 - December 7,1989.

The findings of the

inspection were discussed with Mr. W. A. DiProfio. Areas examined during

the inspection and our inspection findings are discussed in the enclosed NRC

Inspection Report.

No violations were observed. However, a number of items requiring resolution

prior to exceeding five percent rated power were identified. These items are

listed in Enclosure 1 to this letter.

A number of items for improvement were

also identified. Your staff was very responsive to the inspection findings and

initiated immediate action to review and resolve all findings.

Items Requiring Action Prior to Exceeding

Five Percent of Rated power

1.

Establish backup post-accident particulate, iodine and noble gas monitoring

to meet Technical Specification 6.7.4.f... Accident Monitoring

Instrumentation.

(See Report Sections 5.3 and 6.3)

2.

Repair the heat trace for the containment atmosphere sampling line. '(See

Report Section 4.4.2)

3.

Provide documentation to justify a 65'F heat trace temperature for the

plant vent sampling line or increase the heat trace temperature to' prevent

condensation in the sample line.

(See Report Section 6.3)

4.

Provide training of appropriate personnel in the revised post-accident

sample collection, transport, and analysis procedures. Also, provide

training of appropriate personnel in design changes made.

procedure revisions and design changes made in response to the inspection

findings; see Report Sections 4.4.2, 5.4, and 6.3).
