and Dr. M. C. McCoy of the'0ffice of Nuclear Reactor. Regulation (NRR)> during

the period December 4-8f l989, of activities authorized by NRC Operating

License DPR-46 for the' Cooper Nuclear Station, and to the discussion of our ,

findings with G. R. Horn and other members of your staff at the conclusion of

the inspection.

The area examined during the inspection was that of. training and qualification

effectiveness. Within this' area, the inspection: consisted of selective

!

examination of procedures and representative records interviews with personnel

,

andobservationsbytheinspectors..The,inspectionfindingsaredocumentedin

'

the enclosed inspection report.

,

Within the scope of the inspec, tion, no violations or deviations were

identified. However, we are concerned regarding the' apparent morale problems.

within the training department and the concerns expressed by the instructors

i

and operators who were interviewed. Our concerns were heightened by the

!

fact that we have. documented and discussed with your management a number of -

a

i

training related questions over.the past few years (see. paragraph 2.5 of the

f

enclosed report). Collectively,'these issues appear to indicate a lack of

'

i

senior management oversight of the training functions'in support of>the.

!

,

operation of the Cooper site. We believe that a dialogue on the issues is'

I

appropriate; therefore, Mr. L. Constable of our staff has' contacted your staff

i

!

to arrange for a management meeting after you have reviewed-the attached

report,
