appfles for an Amendment to the Technical Specifications contained in Appendix A of this license.  !

This application for an amendment to the James A. FitzPatrick Technical Specifications ,

revises Note 16 to Table 3.1 1, " Reactor Protection System (SCRAM) Instrumentation l Requirement," and Note 9 to Table 3.21, ' instrumentation That initiates Primary j Containment Isolation," to allow the main steam line high radiation monitor trip level  ;

setpoint to be increased during Operating Cycle 10 to accommodate testing of the in- j core stress corrosion monitoring system.

lne test involves incrementally increasing the hydrogen flow rates while monitoring the i electrochemical potential and crack growth rate from modified low power range monitors l In the core. The data col!ected from the test will provide the basis for establishing the l amount of hydrogen needed to suppress crack growth of IGSCC susceptible material in l the core. The addition of hydrogen reduces the concentration of oxygen in the coolant  !

water and increases the Nitrogen 16 carryover in the steam. This results in a higher ,

background radiation level seen by the main steam line radiation monitors.

The proposed changes to the Technical Specifications are Attachment I to this Application for Amendment to the Operating License. The Safety Evaluation for the ,

proposed changes is included as Attachment ll.
