Azua, H. F. Bundy, and an NRC
_ consultant during the period December 6, 1989, through January 2,
1990, of activities authorized by NRC Construction Permits CPPR-126-
,
and CPPR-127 for-the Comanche Peak Steam Electric Station, Units 1
and-2, and to the discussion of our findings with you and members of
your staff at'the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined
during the inspection.
Within these areas, the inspection consisted
of selective examination of. procedures and representative records,
interviews with. personnel, and observation by the inspectors.
During'this inspection, it was found that certain of your activities
were.in violation of NRC requirements, as specified in the enclosed
A written response to this violation is
. required.
In accordance with 10 CFR 2.790 of the Commission's regulations, a
copy of-this letter, the enclosures, and your response to this
letter will be placed in the NRC Public Document Room.
The response. directed by this letter and by the accompanying Notice

is not- subject to the clearance procedures of the office of
Management and Badget as required by the Paperwork Reduction Act of
1980, PL 96-511.
