EXTENSION TO THE SCHEDULE IN GENERIC LETTER 89-04, (INSERVICE TESTING) - HADDAM NECK PLANT

-Genericletter(GL)89-04,"GuidanceonDevelopingAcceptableInservice Testing Programs" approved the inservice testing (IST) program for the Haddam Neck Plant provided that Connecticut Yankee Atomic Power Company (CYAPCO) review their IST program and implementing procedures against the positions in the generic letter and confirm their conformance with the stated positions by October 3, 1989. tiy [[letter::A08598, Provides Clarification of Util Position Re Emergency Notification Sys (ENS) & Health Physics Network (Hpn).Util Intends to Provide Two Separate Qualified Individuals for ENS & HPN Communications During Exercise Drills|letter dated October 2, 1989]]. CYAPC0 proposed to submit the revised IST program to the NRC by April 6,1990.

CYAPC0 proposed to extend the submittal date because revisions to the submittal are necessary to reflect two outage projects; a major high pressure safety injection modification ano an outage audit of the boundary valves. Because these projects were to be completed during this outage, which was scheduled to last between September 2 and October 16, 1989, if the IST program were submitted by October 3, 1989 it would have been necessary to resubmit an updated revised program after the outage.

In addition CYAPCO' states that the unavailability of personnel to establish an IST program by October 3, 1989 was originally based on the fact that the maintenance group which performs and maintains the IST program would be occupied by outage work.

The proposed extension is longer than the staff normally accepts for program revisions. On October 31, 1989, the staff and CYAPCO had a conference call in which CYAPC0 stated they have made the following changes to the IST program to be consistent with the positions outlinea in GL 89-04:

1.

Limiting values of full stroke time will be defined as discussed in Position 5 of the generic letter; valve operability will be judged based on these limiting values of stroke time.

2.

The proposed acceptance criteria in Position 6 for " Rapid-Acting Valves" will be adopted.

3.

Pump tests will be performed under full or substantial flow as outlined in Position 9.

4.

The frequency of check valve disassembly and inspection will be specified for consistency with Position 2.
