Centlemen.

On November 3, 1988, Carolina Power & Light Company submitted a request for license amendment for the Brunswick Steam Electric Plant, Units 1 and 2.

The proposed changes to the Technical Specifications clarify the operability requirements for the service water system. NRC review of this amendment request was placed on holo based on CP&L submittals dated May 23, 1989 and August 31, 1989.

Carolina Power & Light Company is in the process of reviewing the design of the service water-system at Brunswick. Modifications to enhance the capabilities of the system are in progress during the current refueling outage on Brunswick 2 and will be performed during the upcoming Brunswick 1 refueling outage, scheduled to start in June of 1990. The Company believes that, as a result of the ongoing efforts, the pending request will require revisions.

Carolina Power & Light Company hereby withdraws the November 3, 1988 license amendment request. The Company intends to submit a new license amendment request regarding the service water system in February 1990.

This will allow submittal of a package with identical Technical Specification pages for both Brunswick 1 and Brunswick-2. The Brunswick 1 Technical Specifications will be based on the assumption that post-modification testing will provide similar results as those for Brunswick-2.
