Scott, The U.S. Nuclear Regulatory Commission (NRC) staff has completed its acceptance review of the amendment request submitted via letter dated October 31, 2019 (Agencywide Documents Access and Management System [ADAMS] Accession Number ML19304B898), to amend Chapter 1.0, General Information, and Chapter 5.0, Nuclear Criticality Safety, of special nuclear material (SNM) license SNM-1097. As we discussed with you via phone, the NRC staff has identified additional information that is necessary to proceed with a formal review. The NRC staff is developing a request for supplemental information (RSI) to describe what is needed to proceed with our review. As we also discussed via phone, we will provide you draft RSIs in January 2020 and an opportunity to hold a conference call to ensure clarity and mutual understanding of the RSIs. Based on the need for this information, the NRC staff is declining to accept the submittal until we issue the RSIs and you provide the supplemental information. We look forward to advancing this review as we move into 2020.
