Subject: Combined Inspection Nos. 50-289/89-22 and 50-320/89-10
This letter refers to the routine safeguards inspection conducted by
Messrs. G. C. Smith and T. W. Dexter of this of fice on October 10-13, 1989, of
activities authorized by NRC License Nos. DPR-50 and DPR-73 at Three Mile
Island Units 1 and 2, Middletown, Pennsylvania and to the discussions of our
findings held by Mr. Smith with you and other members of your staff at the
conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and
representative records, interviews with personnel, and observations by the
inspectors.
Based on the results of this inspection, it appears that one of your
activities was not conducted in full compliance with NRC requirements, as set
forth in the Notice of Violation, enclosed herewfth as Appendix A.
This
violation has been categorized by severity level in accordance with the
" General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy).
This notice is sent to you
pursuant to the provisions of Section 2.201 of the NRC's " Rules of Practice,"
Part 2, Title 10, Code of Federal Regulations.
You are required to respond to
this letter and in preparing your response you should follow the instructions
in Appendix A.

The response directed by this letter and the enclosed Notice is not subject to
the clearance procedures of the Office of Management and Budget as required by
the Paperwork Reduction Act of 1980, PL 96-511.
'
A section of the enclosed inspection report contains details of your security
program that have been determined to be exempt from public disclosure in
accordance with 10 CFR 73.21 (Safeguards Information).
Therefore, that
section will not be placed in the NRC Public Document Room and will receive
limited distribution. This letter, Appendix A and the remaining sections of
the inspection report will be placed in the Public Document Room, in accordance
with 10 CFR 2.790(a).
