Three Mile Island Units 1 and 2 50-320 License Nos. DRP-50 DPR-73 As a result of the inspection conducted on October 10 through October 13, 1989, and in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy 1988), the following violation was identified:

The NRC-approved Three Mile Island Security Personnel Training and Qualificetion Plan dated November 8,1985, Section 1.2.1.3, Armed Personnel Requirements, states, in part, that for each individual, distance visual acuity in each eye shall be correctable to 20/20 in the better e>a and 20/40 in the other eye with eye 0 asses or contact lenses.

1 Contrary to the above, on October 11, 1989, during a review of medical records, an armed security cfficer, on duty, was identified with corrected visual acuity less than 20/40 in the weak eye. The non-conforming visual acuity determination had been made and recorded by the licensee's medical department on May 26, 1989.

This is a Severity Level IV violation.

Pursuant to the provisions of 10 CFR 2.201, GPU Nuclear Corporation is hereby required to submit to this office within thirty days of the receipt the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
