REVIEW OF LICENSEE RESPONSE TO GENERIC LETTER 88-01, MILLSTONE a>

NUCLEAR POWER STATION, UNIT NO. 1 (TAC NO. 69145)

The staff has completed the review of yr>ur, responses dated July 27, 1988,'and February _3 and_ May 19.-1989, to Generic Letter (GL) 88-01, "NRC. Position on

'IGSCC in BWR Austenitic Stainless Steel Piping", dated January 25, 1988. The

. staff's Safety Evaluation and its review contractor's report are enclosed.

The -staff finds that NNECO's response is acceptable with the exception of NNECO's positions on the implementation of the leakage detection and piping ISI requirements. NNECO proposed to implement these requirements in plant documents other.-than the Technical Specifications (TS). For discussion of these items:see Section 3.0 of the enclosed VSI Technical Evaluation Report dated, June'1989.

L For your' information a meeting was held.on August 22, 1989, between the Mechan _ical' Engineering Branch and Technical Specification Branch Staff to l_

discuss the changes relative to GL-88-01 that would be included in the BWR Improved: Standard TS.

It was' agreed that the proposed Improved Standard TS

.for BWR plants would incorporate the staff's positions in GL-88-01 with regard

' to TS changes with the exception that leakage may be monitored every 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />. After discussions with several BWR operators that staff concluded that monitoring every 4-hour's creates an unnecessary administrative hardship to plant: operators. Thus, RCS leakage measurements may be taken every 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> instead-of every 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> as required in GL-88-01.
