't EVALUATION OF NRC GENERIC LETTER 88-01 RESPONSE NORTHEAST NUCLEAR ENERGY COMPANY MILLSTONE NUCLEAR' POWER STATION, UNIT 1 DOCKET NO. 50-245 l'0 INTRODUCTION Northeast Nucler.r Energy Company (NNECO) the licensee, submitted its response to NRC Generic Letter 88-01, "NRC Position on IGSCC-in BWR Austenitic Stainless Steel Piping", for Millstone Nuclear Power Station, Unit 1 by "A07029, Responds to Generic Ltr 88-01, IGSCC in Austenitic Stainless Steel Piping. Util Developed Encl Updated IGSCC Program for Facility Which Follows Guidelines of [[NUREG" contains a listed "[" character as part of the property label and has therefore been classified as invalid., Rev 2|letter dated July 27, 1988]], and additional information as requested by the staff was provided 1
by letters dated February 3,1989 and May-19,1989. Generic Letter 88-01 requested licensees and construction permit holders to resolve the IGSCC issues for BWR piping made of austenitic stainless steel that is 4 inches or larger in nominal diameter and contains reactor coolant at a temperature above 200 degrees Fahrenheit-during power operation regardless of Code classification. The licensee was requested to address the following:

mitigate IGSCC and provide assurance of continued long term integrity and i
-reliability.

.The Inservice Inspection (ISI) Program to be implemented at the next re-fueling outage on ISI-that the ISI Program for piping covered by scope of GL-88-01 will be in conformance with staff positions on schedule,-methods and personnel, and sample expansion included in GL-88-01.

The Technical Specification (TS) change to include a statement in the l
'section on ISI that the ISI Program for piping covered by the scope of this letter will be in accordance with the staff positions on schedule, methods and personnel, and sample expansion included in GL-88-01 (See model BWR l
Standard Technical Specification enclosed in GL-88-01).
It is recognized l
that the Insevice Inspection and Testing sections may be removed from the TS by any future' Technical Specifications Improvement Program changes.
In this case, this requirement shall remain with the ISI section when it is included in an alternative document.
4 The confirmation of your plans to ensure that the TS related to leakage detection will be in conformance with the staff position on leak detection included in GL-88-01.

2.0 Dy g SSION The licensce's response to NRC GL-88-01 has been reviewed by the staff with the-assistar ce of its contractor VikingSystemsInternational(VSI). The' attached TechnicalEvaluationReport[TER)isVSI'sevaluationofthelicensee's response to NRC GL-88-01. The staff has reviewed the TER and concurs with the evaluation, conclusiens, and recomendations contained in the TER.
In addition, after discussions with several BWR operators the staff concludes that leakage nenitoring every four hours creates an unnecessary administrative hardship to the plant operators. Thus, RCS leakepe measurements may be taken every eight hours instead of every four hours as required in GL-88-01. The licensee proposed to implement the leak detection and the piping ISI requirements in other plant documents rather than the TS. The proposed alternative is not acceptable because it is not in conformance with GL-88-01 as the requirements implemented in the other plant documents would not be enforceable; Furthennore,
the subject leak detection ar.d piping ISI requirements were approved to be included in the TS by the Committee to Review Generic Requirements (CRGR) as part of GL-88-01.
In addition, the subject requirements with the exception that the leakage is to be monitored every eight hours will be included in the Improved Standard Technical Specifics. tion for BPR plants. The-licensee should refer to the specific TER sections for detailec discussion and resolve all the items in accordance with the staff positions.
3.0 CONCLUSION
l Based on the review of the licensee's NRC GL-88-01 response the staff concludes that the response as evaluated is acceptable with the exception of the licensee's l',
positions concerning the leak detection and piping ISI requirements to be in-cluded in other plant documents rather than the TS. The licensee is reouested to submit a TS change that would require leak detection and piping ISI in L
accordance with GL-88-01, with the exception that the licensee may monitor the leakage at approximately every eight hours. The staff also concludes that the proposed IGSCC inspection and miti assurance of maintaining the long gation program will provide reasonable term structural integrity of austenitic stainless steel piping in the Millstone Unit 1.
