O APPENDIX A NOTICE OF VIOLATION Baltimore Gas and Electric Company Docket No.
50-317 Calvert Cliffs Unit 1 License No.
OPR-53 As a result of the inspection conducted on March 2-April 5, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980) the following violation was identified.
Technical Specification 6.8.1 states in part:
" Written precedures shall be established, implemented and maintained covering the act-ivities referenced below:
a.
The applicable procedures recommended in Appendix "A" of Reg-ulatory Guide 1.33, November, 1972...."
Appendix A of Regulatory Guide 1.33, November 1972, lists as a required Administrative Procedure "A.7 Shift and Relief Turnover."
GSO Standing Instructions 79-8 states:
"To satisfy a NRC requirement set forth in their " Lessons Learned Task Force Report (Short Term)"-
NUREG 0578, we must institute a shift-turnover checklist for each of our licensed operator watch stations.
These checklists have been developed and distributed to the applicable watch stations (Shift Superviors SCR0, CRO's and R0's)...The checklists are to be utilized while the relief is being effected and shall be completed prior to assuming the watch."
NUREG 0578 states in item 2.2.1.c, Shift and Relief Turnover Procedures,
" Review and revise plant procedures as necessary to assure that a shif t turnover checklist is provided and required to be completed and signed by the on-coming and off going individuals responsible for command of operations in the control room.
Supplementary checklists and shift logs should be developed for the entire operations organization, including instrument technicians, auxiliary operators, and maintenance personnel."
Contrary to the above, about 2 p.m., April 2, 1981, the shift Super-visor's Assistant relieved the Unit 1 Control Room Operator of the controls while the Operator left to take readings in the Cable Spread-ing Room. Tha shift Supervisor's Assistant had not completed a Shift Turnover Checklist prior to assuming his shift nor prior to relieving at the controls, and received only a plant status briefing prior to assuming command of the controls for Unit 1.
This is a Severity Level V Violation (Supplement I).

i Pursuant to the provisions of 10 CFR 2.201, Baltimore Gas and Electric Company is hereby required to submit to this office within twenty-five days of the date of this notice, a written statement or explanation in reply, including:
(1) Corrective steps which have been taken and the results achieved, (2) corrective steps which will be taken to avoid further violation, and (3) the date when full compliance will be achieved.
Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended this response shall be submitted under oath or affirmation.
