St9MUtY OF METING HELD OR MAY 8.1981, TU DISCUSS SEISMIC MALYSE3 FOR SURRY POWER STATIOR, URIT N05.1 AND 2 The meeting was held in Bethesda. Maryland with the North Carolina Public Utilities Canaission (Public staff) at its request to obtain information about the perfeemance of the pipe stress reanalyses. VEPCO representatives 1
were in attsodance as observers. A list of attendees is enclosed (Enclosure 1).
A sunnary of major events riated to the shutdown and startup of Surry 1 and 2 was discussad. Both surry 1 and 2 received a show cause order dated March 13.1979, requiring shutdoun and reanalysis of piping which had been analyzed using the SH0CK 2 computer code which used an algebrais method for summing stresses. Surry Unit 2 ms already shutdown repairing staan generators at the time. Sorry Unit 1 received an order lifting suspension of operations
))
on August 22, 1979 and sorry Unit 2 received its order on March 26, 1980.
Surry 1 actually started up in Quenber 1979 and Sorry 2 started up in August a
1?30.
'l MC70C requested that we discuss the reasons for the issuance of the shutdown er :.-r -
crders for Surry 1 and 2 and YEPCO's effort in resolving the pipe stress problem. Enclosure 2 was presented to MCPUC as an example of the number
- ii of seismic problaes to be Hi fd and that some modifications were necessary q
as a result of *as-built' conditions (IE-Bulletin 7%'14). pnrvides : tabulation of plants using algebraic summation tachatques which shows tiet seny otkr plants had the algegraic stassation probles. Re-analysis of piping systems at facilities other then the five shutdown plants did not result in overstress. However, some piping supports required modifi-cations to correct deficiencies the as-built condition at several facilities.
We agreed to provide NCPUC with several items:
1.
Dates of state hearings and persons to contact concerning the pipe stress probles.
