O Appendix A flotice of Violation Baltimore Gas and Electric Company Cocket flo. 50-317 Calvert Cliffs Unit 1 License No. DPR-53 As a result of the inspection conducted on January 26-30, 1981 and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violation was identified:
Technical Specification 6.8.1 states in part:
" Written procedures shall be established, implemented and maintained..."
Procedure CCI-117A, Lifted Wire and Tcmporary Jumper Log, approved December 23, 1980, states in part:
A.
this instruction requires an independent verification by either a second person or by a f: 'tional test which conclusively proves the proper installation or removal of the Lifted Wire and Temporary Jumper".
B.
"This Instruction Supersedes CCI-117."
Contrary to the above, Steam Lines Drain flo. 4 Jumper, Serial flo. 76-8, was renx.ved from service and documented per an cut of date copy of procedure CCI-117 on January 16, 1981.
This is a Severity Level V Violation:

Pursuant to the provisions of 10 CFR 2.201, Baltimore Gas and Electric Company is hereby required to submit to this office within twenty-five days of the date of this flotice, a written statement or explanation in reply including the corrective steps which have been taken and the results achieved; corrective steps which will be taken to avoid further violations; and the date when full compliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
